Leaking Roof - Mitie Woes

So, I've had a leaking roof since November 2014. I live in a council run building which is being serviced by 'Mitie', however, I've been having to calling the repairs department every month about 2-4 times a week depending on the circumstance because it remains the same.
Back in November, we had an emergency carpenter come and check out our Leaking+Bowing ceiling. He pulled down a section of the ceiling in order to get the water out, and nailed a board up over it, in the attempt to hold the water back until a fix was provided.
It's now the end of January, and after countless people coming in and stating "You need a scaffold, mate", and booking a date (19th Jan) I've been told that no scaffold was set up - and I'll get a call back to arrange a date. This would be great if this wasn't the first time It'd happened. In december, I got the same response. In early Jan I got the same response. And they've taken my number down over 8 times, yet I've not once gotten a callback on this.
So now, we've got a leaky roof, some damp carpeting/wallpaper and mold appearing.
Wonderful.
Of course, I've tried to note as much information as I can about the Job Ref numbers, the dates I've called, and at times the people I've talked to, but it's amounted to nothing but a repetitious cycle.
Are there any options I have to get this hole fixed? Who do I call upon when the people supposed to be getting this fixed are not interested in helping?
Can I get a quote from a roofing company and pass the bill onto Mitie? (I questioned this to them today and they stated I'd have to contact the housing office. Yet, Mitie handle all repairs. Would they not be liable if they failed to fix this within a reasonable time?)

The local council have outsourced the repair work to Mitie who then would charge your council for the work done. My advise would be to contact either your local council housing department and explain your ongoing problem. With our local council they say if a job is not done properly we can then ask the council for the right to get outside people in to do the work and then charge the council for the work so it may be that your council has something like that in place but you mush check first otherwise you could need a costly court case to claim back your money.
Failing that the only other thing I would say is speak to your MP to see if they can get things moving. I know that most councils have the yearly budget sorted out for April but I thing most try to hold some back for any problems that may happen so SHOULD be able to get the info as to why your job has not been sorted and SHOULD put pressure on the company to get the work done.
Just keep pushing your council as I think you will stand more chance with them than the company that should be sorting the problem.

Take lots of photographs of evidence and keep diary of visits and phone calls. Back up everything with an email.0

Ask Mite to speak to a supervisor.
Ask to start their official complaints process and do the same with the council.
Get the name of the person in charge and their direct dial number.
Keep a diary
