sitting in the cold in a restaurant. .name and shame

Sunderland burger king.
I went to bk and everyone was sitting with coats on, the seat I was sitting on was freezing and I thought iwas going to get piles or something, I complained about the heating,, the manager said it was on ...so iquote the h and safety act about minimum temperature and told the place could be closed down, he changed his story and said the heating broke and were trying to get a engineer to fix it..
has anyone else had the same experience?

    What healthy and safety did you quote? There is no law on minimum temperature only a recommendation.

    I think I would prefer to shame the restaurants that keep the heating too high!

    Can't stand it when I want to comfortably enjoy a meal and the heat is unbearable! They think they are being clever, but we all know it is to make you buy more drinks!

    On the basis of the evidence and discussions with experts and implementers presented in
    this review; the following recommendations on indoor temperature thresholds are
    proposed:
    Heating homes to at least 18°C (65F) in winter poses minimal risk to the health of a
    sedentary person, wearing suitable clothing.
    Daytime recommendations
     The 18°C (65F) threshold is particularly important for people over 65yrs or with pre-
    existing medical conditions. Having temperatures slightly above this threshold may be
    beneficial for health.
     The 18°C (65F) threshold also applies to healthy people (1 – 64)*. If they are wearing
    appropriate clothing and are active, they may wish to heat their homes to slightly less than
    18°C (65F)
