The Tax man took almost all my wages, advice needed!!!

Where do I start, I recent started a second job (needed more income) and was paid for this job on the 16th, £84.00 after tax of £21.00 on a BR code, My main Job paid on 23rd £933.04 before tax of £768.80 yes that was £768.80 tax code 556L so after NI deductions I'm left with £132.08, I phoned the tax office who said it happen because my tax code has been split between employers, and I am being issued with a refund but they won't send me a cheque as they say it has to go through my employer, my employer will not re run pay roll and have been told I have to wait until feb's pay,
I do not think this is lawful as they have left me without a living wage, (I have no other income other than these 2 job, I do not get any benefits)
I also do not understand why they have taken so much tax as I thought you were only taxed 20%,
Any advice would be great,
