Being charged twice for changing parking location

This really gets me cross - does anyone have any ideas about how this could be challenged? I know it applies to everyone, but it seems very unfair that one should have to pay twice to park within the same council area, in more than one location.

Paying by Cash for Parking my Car...

So on Mondays, I park in a carpark - I pay for two hours, instead of 1 hour because I regularly attend an appointment that takes an hour between 10am and 11am. Just after 11am, I have another appointment that means I have to move my car to another carpark, but within the same town. I have to pay for parking there a second time.

Paying by mobile app for Parking my Car...

I use the Pay by Phone parking app quite a bit. It actually has two options - to extend parking, or to move location. In both cases, you have to pay again to park your car, even when you haven't used up the time you've already paid for.

Paying Twice for something you cannot effectively use.

So who gets my parking money - it mainly goes to my local council, with a small amount paid to the mobile parking app people, if I use this. There are some areas where you cannot park your car for longer than 1.5 hours, and so even if you return to your car to extend the time you need, you actually are forced to move it and pay again for parking elsewhere because if you stayed there, you risk getting a pcn. So you are obliged to park in two different places and pay twice.

Does anyone have any ideas about this? Obviously, this is how the council makes their money - they set the conditions, and so they have you over a barrel. But is it even legal, and has this structure of parking payment ever been challenged before?

    I am not aware of any challenge but you are paying for time in a car park not a council controlled local area.

    Might be an idea to suggest it to your local council though, I would support it.

    Thanks for this - I would very much support a move to be able to pay for the time and not the location of the car!

    What is the distinction between a car park that the council own and benefit from and a council controlled area? Would that potentially help my case?

    I suppose I could suggest it to them... but I doubt it would even be bothered with, unless I had a number of people (or a national campaign) to support it...
