PCN in residents area Sunday evening

Hi,
Just got a PCN whilst visiting mother in law(1740 on a sunday!!!!!). Its from PPS for £100 with usual reduction to £60 if paid in 14 days.
I have read through the newbies section. But for own piece of mind I have a few questions.
1. This was a windscreen ticket. If I wait for the NTK, which I understand can take up to 56 days, before appealing to pps do I lose the right of the reduction...or does this not matter as I am appealing the whole fine.
2. If I lose the POPLA appeal, what will my liability be? The maximum fine or coild there be extra charges?
3. When I do appeal is it still valid to use the standard appeal text in the newbies section. I ask because I am sure that this must be used on a significant number of appeals, and must be recognisable.
4. Is there anything else I should do whilst waiting for my the NTK?

1) correct , except its not a fine , its an invoice
2) there is no compunction to pay unless you lost in court, the value then would be set by the judge
3) correct, that is the point, shows them you have researched this and have forum help from people who fight these invoices (so you are not some naive newbies with no idea and alone)
4) you could try and get it cancelled by the landowner or managing agent0 -

I am thinking that less than 1 hour in a residents space on a Sunday evening falls firmly in the GPEOL Territory.
Also because of the time I think this may be self ticketing, which I read about on here somewhere, and can be challenged.
It is a bit daunting, waiting this out...(the temptation is to pay up)..and then go through the appeal process!!!0
