Asking for mutual surrender

Hi all,
I have a periodic tenancy which I am looking to end asap due to poor experiences from the LL and LA,and some parts of the property are in disrepair through structural issues which have all been reported several times but have not been fixed,nor has any effort been made to arrange for them to be fixed. A s21 was issued but never followed through as it was invalid.
I have been lucky and secured a property which is available to me in less than two weeks, but I have a notice period of one month which I have just missed, so I will need to pay up until the 18th March.
What is the best way to give notice and ask/approach the subject of a mutual surrender? The work that needs to be carried out would require the property to be empty according to one LA during a routine inspection. Also, what rights does the letting agent or landlord have over the property once it is empty, but I am within my notice period?

If you end the tenancy, the LL/LA have complete rights and can do as they wish. To end th tenancy, you need to offer Early Surrender, and the LL/agent needs to accept. Rent is still payable for the full period unless agreed otherwise as part of the Early Surrender.
If you move out without agreeing an Early Surrender, and pay rent to the end of your notice period, then the LL/agent have no rights (other than normal LL rights), so cannot re-let.
Contact the LL (or agent) and say "Hey, this S21 Notice you gave me - I guess you want me to leave. I'll be willing to leave in, say, 2 weeks, if you agree to pro rata my rent for this period (ie I only pay for the days up till I leave). How about it?"0 -
