BA and child APD

I've booked a car and flights for next year with British Airways so have only paid a deposit.
I contacted them to ask for an updated balance so I can pay in full minus the APD but they are insisting I should still pay the non existent APD and they'll hang on to the money for 6 months then refund it when I get home.
Does anyone know if they can force me to do this? I'd obviously rather have the £200 for spending money!

Yes they can.
The Chancellor's announcement only said that he "expects airlines to refund".
There's no legislation saying they have to refund. Or how they have to process it if they do.0
