I really can't see what your issue is, they quoted for work and did it on schedule, the only thing they haven't done is bill you for the work as soon as it was complete. So you've had the benefit of several months interest free credit and you're complaining about it? Pay them and do so without seeming like a skinflint.0

negotiate partial payment to represent the work they did do
As before replacing them you should have made efforts to resolve the situation and see they completed the rest of the work as agreed
edit: just seen your reply and that you did try contact them
But haven't they only invoiced for work done?0 -

If the first and second weed killer was systemic , were they just annual weeds that grew? You could have kept those down by hoeing.0
