How long does one have to wait to be credited with existing account credit balances?

Varies from company to company, on average I would expect to wait as long as it takes to issue a final bill and then anything up to three weeks from that bill being issued.
Remember to contact your old company as three out of four times they will not refund you automatically, you will have to request it.0
