    Digital recorders are available which record time and db levels but they need to be calibrated and set independently of the complainant to be used as evidence. The type used by local authorities are very sensitive and expensive!.

    My phone simply cuts out at lower levels so unless the noise is above a certain level it will record literally nothing. I'm not sure if other digital recorders will be the same even with a microphone. I believe on some smart phones you can download a db meter but I doubt it is particularly accurate.

    If you want to record problem behavior such as shouting or arguing Audacity can be downloaded to your pc for free. It can be quite complex but with a microphone it may be useful.

    If you plan on complaining keep a diary of all instances. Its the first thing councils will expect you to do.

    If you have a digital camera try recording using movie mode. Mine picks up much quieter sounds than my phone. These can be imported into Audacity to increase the volume if needed.
