Parking vs Waiting

Hello everyone,

I'm going to attempt to challenge a Parking Charge Notice I received last week whilst waiting outside a closed chip shop, while a client of was using the adjacent bank (I am a Support Worker)

The charge from NPE is for £60 if I pay within 13 days, going up to £100 after that. The offence is for "Non Patron parking".

They are an approved operator for BPA, although its not on the notice or their website.

I was wondering where I stand on this notice, as I was not actually parked, and the two pictures they have as "evidence" against me both show the brake lights on, as I was in the car, with the engine running. I was there for just over 10 minutes - which was a lot longer than I was expecting.

Any advice is welcome.

    Don't appeal using your based on the above info as you will lose.

    Read the Sticky thread for NEWBIES at the tip of the page, wait for the NTK and appeal using the template in said NEWBIES thread.

    In my opinion you were parked.
    You never know how far you can go until you go too far.

    It doesn't matter if it's parked or not. It's an unreasonable change and should be shot down at appeals.

    Where was the parking space in relation to the bank? Which store does the driver need to be patronising to use the space?
