So the headlight bulb and the sidelight bulb are right next to each other - and you could change the sidelight bulb yourself in two minutes, but you could not physically have changed the headlight bulb yourself? What car is it?
"Touching" the sidelight bulb would not cause it to fail. Halogen headlamp bulbs will fail if they're touched by bare skin, but not immediately - the oils left by your skin cause them to locally overheat and have much shorter lives. That doesn't apply to non-halogen bulbs like sidelight.
As others have said, a flat fee to change a bulb is good value for some cars, EXCEEDINGLY good value for others - but poor value for many. That's kinda inherent in the pricing model, but at least you know what it'll be when you start off the purchase.
Yes, it does seem daft that they charge a second fee for replacing a second bulb whilst they're in there, but I wonder if they might have considered waiving it for goodwill had your attitude been less, shall we say, combative from the off?
The young man came out and changed your headlight. He noticed your sidelight was also out. You essentially accused him of incompetence and lying and he didn't go out of his way to cut you a deal.

I'm not a huge Halfords fan, but I don't see what they've done wrong here.
