The first step is to ask how they got your details, if they were from the DVLA then they can not be used as it is a breach of the Data Protection Act. I deal with these bods for clients all day long and know how they will bully but if you stand your ground they go away.
OP this is bad advice, do as the regulars here have advised and make your appeal to PE. They have been folding recently when they recognise a good forum based appeal.
Please do not ignore

His only two other posts here at MSE have been about letting agents, and they are two exactly the same posts on the same thread, a week apart.0

Thank you all for your contribution. I will put the fourth point as the first point, as advised by esmerobbo, but does anyone think that I need to add/subtract anything from my defence points. I just want to make sure I do it right. Thanks.0

It's good to go.
PE over the past few months have given up when faced with a forum-guided initial appeal, so this should do it for you (especially with your proof of being a genuine customer).
In the most unlikely event of the appeal not being upheld, POPLA will almost certainly uphold (with our help).
Send it off and sleep easy. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Hi, could somebody please help me out....
I received a Parking Charge Notice from Parking Eye for £70 for overstaying the free 90 minutes parking by 17 minutes at an Aldi store car park. The parking Charge Notice was issued some time ago and now a reminder has been sent and yes I have both notices. .
Are you still within the POPLA appeal window? If not, then PE will probably not accept your appeal or issue a POPLA code.
As it is PE, the PCN you received and the fact that you don't have a recipt for your shopping suggests that it was an ANPR NtK that you initially received and you did not appeal within the requisite number of days.
That being the case, then you may very well be due some court papers in the coming weeks, but get your PE appeal off any way.0 -

Yes, it had only been slightly over 2 weeks since recieving the first notice. Still had another 14 days before appeal window closed.0 -
Hi all, am pleased to inform you that the appeal to PE was a success. They contacted me by email to say that the charge has been canceled and that there is no outstanding payment. Thank you all for your help.0
