No final bill, switched 15 months ago, but debt collectors from Scottish Power - HELP

Hi,
First time I have posted to the forums, so please bear with me!
My mum switched energy companies over 12 months ago, from scottish power to (i think) EDF. Switch was a screw up from the start.
Scottish Power have now decided to keep sending her letters saying she owes money, but have failed despite several long phone calls and many promises of bills being sent - to provide a final bill on which this money is due. The actually sent her a refund on the account at its 'closure' several months previously.
Tonight, being the reason for my post, they have sent her a debt collectors letter, for an amount, still no bill, and no way of getting hold of them as queues are far too long.
We have logged onto the online account - there is no additional bill there - only the one showing the refund sent.
Where do we go from here? My mother is a pensioner, and is now really worried about this.
