Shed refelted but still leaking, contractor delaying repair

Hi, not sure if this is the right place, so please move if not.
My shed felt blew off early November and we didn't realise for a few days. I called a local contractor, who quoted £120 and did the job a few days later while I was out. I noticed the next day that there was a damp patch on the internal roof still and called him. He apologised and said it had poured with rain, hence the job was not finished. I am not convinced he would have told me if I hadn't called, however, although that may be me being too cynical.
The roof continued to ge damp inside and I called him out again, to be told that it was just drying out. Not convinced but willing to believe.
I called him out again, about 8 weeks after, earlier this month, to say that the recent frost had actually frozen the internal roof which was not acceptable. He came out, agreed that he would have to re felt it.
That was 2 weeks ago. I have chased by text, but he tells me he will get around to it when the weather clears. My freezer is in the shed along with other electrics, so it really needs to be water tight.
I dont want to be a problem customer, but equally, I don't really know how to go about insisting on a refund if he can't make it work. Would you give him a second chance, or just ask for a refund?
