I think there is probably a lot more to this than your friend is telling you.

If your friend has decided to go against his solicitors advice, then I'm afraid that's his decision. Solicitors are there to give legal advice, if your friend is choosing not to take it then he either thinks he knows better, or something else is going on.

Also, it's not the police who decide what/if someone is charged, it's the cps. And believe me, it takes a hell of a lot of evidence for a cps lawyer to authorise a charge.
