Hi Everyone,
Ive been reading the forum with interest as we received a parking 'fine' through the post from the above guys. We received it earlier in the month, appealed it and thought no more of it until today.


Apparently we didn't display a permit to park when I dropped my wife off and waited whilst she collected a birthday cake in the centre of Lewes, East Sussex.


Unsurprisingly, our appeal was rejected and we just submitted the original appeal on the capital2coast website as didn't take it seriously at the time and have only subsequently found this site and forum.


I referred back to the appeal form and there is a tick box stating I was the driver I think so have we just admitted something we shouldn't?


I know there is a lot of infortnmaiton on here but im at work and ant read everything but the letter has put me off my day!


Any help or information happily accepted and appreciated

    Do you have any photos of the signs (or can you get some easily)?

    Can you list here the EXACT company name on the paperwork, including any 'Ltd's, 'Trading as' etc...?

    See my thread 'Down in Portsmouth'. Was the letter from C2C addressed as 'Notice to Driver' ? Was the car stationary (ie parked)?

    I will leave it for others to comment, but I am in dispute with them as well.

    Thanks for replying to my post. We didn't receive a windscreen pcn, just a letter through the post to my wife as car in here name. I'm going to check the dates but its arrival was delayed by the fact we moved house before Christmas. Offence allegedly occurred 28 November 14, got the letter early January via the new owners of our old house.

    Issue date: 23/12/2014


    Further to your letter/email of appeal received on 16/01/2015 regarding the above Fixed Charge Notice.


    We note your comments; however, when this Fixed Charge Notice was issued, this vehicle was in


    contravention of the agreed terms and conditions for all users of this site.


    Your appeal has been reviewed and the patrol officers photographs (as applicable) have all been taken


    into account.


    Capital 2 Coast Parking Management Management is a registered business and has been contracted


    by the private landowner of the above location to provide the parking management scheme, issuing a


    parking ticket to any vehicle in breach of the parking conditions.


    The signage is very clear at the location to inform patrons of the car park of the conditions of parking.


    As a company approved by the IPC we take photographic evidence of every vehicle that we issue a


    ticket for our records.


    Our time/date stamped photos show that at the time your vehicle was issued the parking ticket it was


    not clearly displaying a valid permit, you were therefore in breach of the restrictions for this area. As


    you can see from the attached photographs the vehicle was parked and was not displaying a valid


    permit and were in direct contravention of the terms and conditions of this site.


    We are therefore unable to cancel the Fixed Charge Notice as it was issued correctly and you are


    required to make a payment of £100 to reach us by 19/02/2015 in order to avoid this being passed on


    to our debt recovery specialist and/or to avoid court proceedings, further action will incur additional


    costs. The appeals board have made this decision based on factual evidence and now deem this


    matter closed all future correspondence to Capital 2 Coast will not be answered.


    Payments can be made by Cheque or postal order - payable to Capital 2 Coast, or on our Website -

    I feel as though we have been enticed to appeal, they have dismissed it out of hand themselves and increased their charge to £100!


    Also, the appeals form has incriminating statements you have to agree to to appeal.

    C2C are no longer in the IPC

    Thanks for your post, good spot, does that mean they are breaching codes of conduct/sending out misleading information. I think they are in IAS now, did I read the were kicked out of IPC?

  • Their membership of IPC was suspended on 7th January 2015.

    IAS is the appeal arm of IPC, so essentially the same thing.

    Don't know if C2C were booted out of the IPC or not, but they are showing as membership ending on 7/1/15 on thr IPC website.

    There is only two accredited bodies for Private Parking enabling them to access Registered Keeper details from the DVLA (BPA Ltd, and IPC Ltd) and right now C2C don't appear to be members of either.

    They will probably carry on, hoping that people pay up without them needing to access the DVLA data. Sadly, they probably accessed your data before their IPC membership ended (although you could try and get the DVLA to confirm the date that your data was given out - if later than 7th Jan, then they've breached the DPA.

    I can't see C2C ever going to court, so ignore is probably good advice here.

    If feels like daylight robbery literally and a waste of time trying to appeal.


    Can someone please remind me where the list of PPC that have been to small claims court is, i saw it over the weekend but cannot find it now.

    But you won't find C2C on it. Capital Car Park Control ain't them!

    C2C aren't going to try court for the first time to recover £100 - they wouldn't know where to start and it would cost them far too much.

    Those PPCs that 'do court' do it for 'trophy' purposes (it always costs them much more than they recover) 'pour encourager les autres'.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Nor do I. C2C are a 2 bob company operating out of a run down office in the centre of Brighton. Their 'MD' lives in a council flat in Peacehaven.

    Despite telling clients they take every ticket that remains unpaid to court they have been to court once. I understand the time they went to court it was about an unpaid management fee rather than them taking a parker to court.

    If I were the OP I'd just ignore them. If I had a ticket though I would email them teasing 'come and get me' emails .... oh, I am me and I've already done that !!! :rotfl:
