Helps my case is photo doesn't show reg?

Hi. I've followed the instructions in the forum, so far just appealed to the issuing company, but they've rejected the appeal. The flowchart says to appeal to POPLA next which I will do.

The photo evidence provided by the operator does not appear to show the registration mark. They have used full flash and hence the registration is burnt out. Maybe someone viewing the original photo can make out the reg, but I would bet they can't. But they might have taken extra pics, who knows.

Should this fact also be used in the POPLA appeal?

In the thread on how to appeal at POPLA, the only thread relating to UKPC, the operator that has issued the alleged PCN is "UKPC, SUITS ANY CASE WHERE A DISABLED PERSON WAS A DRIVER OR PASSENGER". The PCN was issued here allegedly because the vehicle was parked outside a marked bay. Not sure which template to start the appeal from?

    First of all, you should have a PoPLA code in your PPC rejection letter so you should check that it is valid. Parking Cowboys website has a code checker so that's one place to try.

    All I can suggest on the appeal front is to find any of the ones already usded that is nearest to your case and appeal on the main points of no GPEOL, no standing, inadequate signage, no contract, and add in an extra point that there is no proof that this is the keeper's car. Demand they prove otherwise.
