PCN form UK CPS

I just want to throw this out there to see if anyone has any advice. I have read through other forum threads but as I am not the "keeper" of the car, I think this may be a little different.


A couple of nights ago I pulled into a car park at 9pm. My intention was to run into a shop to collect some food and return within minutes. As it happens, I was a little longer, around 10 mins. I returned to the car and drove home with the windscreen wipers on for the entire journey due to snow.


The following day I got into the car and noticed a UK CPS Ltd PCN wedged between the bonnet and the wipers.


The time first seen was 21.02 and time of issue was 21.07. Clearly the ticket issuer was watching. This put me in in the location above at time of issue.


I am willing to fight this on principle but time is not on my side. Firstly, I am not the "keeper" as the vehicle is a hire car which will be returned to the hire company on the 24th Jan 2015. Secondly, I work at sea 6 months at a time and I am due leave the UK on the 5th Feb so I will not receive any further notices from UK CPS Ltd.


Any advice please?

    you read andf follow the newbies sticky thread, same as anyone else

    as its a hire car, you need to appeal as KEEPER using the template letter "as is" , that way you dont get the hire co paying it and charging you fees + the invoice charge

    do not mnention being away, the less said the better, just appeal as keeper and take it from there

    I would assume you can deal with this by email and online, even from abroad , so take it on the chin and then worry about the future in the future - meanwhile creating a paper trail and avoiding the hire co being involved

    tell the hire co that you are dealing with this and give them contact details like your email in case they get any paperwork

    As this is almost certainly a contractual charge, the invoice should include v.a.t. If it did not mention v.a.t. you may care to read here.

    If you suspect v.a.t. irregularities grass them up to HMRC.
    You never know how far you can go until you go too far.
