                    A council warden ticketed a wheelie bin in Carmarthan for being left on double yellows, it was reported today.

 No he did not he was having a joke and put an empty envelope on the bin.
 His reward for engaging with and having a laugh with the public? An enquiry into his behaviour.. this county really has lost its sense of humour!I started with nothing and I am proud to say I still have most of it left.0
