You need to find the debt first then why .
If you have problems working it out then as advised CBS may be the best option .

No one is annoyed but no one can help without all the information either.
If you can't sort it out yourself then either get someone else to help or try the CAB, that's what they are there for.

Take all your bills (print them off if you don't get papers ones), take meter readings and go and see someone.

Trying to argue over the phone or on line without actually understanding the problem is not going to help.

As above. You are forgetting that as well as paying off the historic debt of £400, you also have to pay for the ongoing usage. So if your DD doesn't cover both, you'll still be accruing debt.
You may well be on their cheapest tariff, but that doesn't mean your cheapest tariff. What tariff is it?

If you were paying £103 a month but accrued a balance of -£400 then the instalment should rise to more than £160.

You don't have to pay just the £400 over 12 months at £33 - you are also assumed to have that as part of your ongoing usage. So your instalment has to be increased by £66, not £33. (As a couple of people have said.)

You can moan about not wanting to pay more and get it adjusted back down if you like - the longer you keep doing that the higher and higher your instalments will be.

If you have adjusted your usage then things will reconcile - after six months and your next review you could well come back down to a £100 a month (or even less if you really have reformed). But, for the present and next couple of quarters, you have to pay a bit more. The sooner you start paying £150 a month the sooner you will start paying much less.
