Sorry to ask for clarification, but there is a lot of information to take in on this and I have spent a good couple of hours so far reading.
I appealed against the PCN - Notice to Keeper, using the standard format letter, which was obviously rejected. I am now appealing on the IAS website. As my PCN was issued more than 15 days after the parking offence cited can I just refer to that and POPLA? Should I still expect that to be rejected and to then move on to debt collection stage?
Do I need to post photos of the letters here? I have no photos of the signage as this was a postal notice and I don't pass by the car park in question.
Should I now also complain in writing to the land owner and also to DVLA?
If I should be answering these questions myself I will go back and re-read again. Hope I have not violated any forum rules. I just got a little lost following some of the forum posts.

I suggest you re-read the newbies thread again as you clearly have not understood the difference between the 2 appeal bodies
popla is when the company are with the BPA
yours is with the IPC and so as you say the IAS, therefore its nothing to do with popla
many companies dont bother with POFA 2012 , so you need to check your NTK to see if they are using it or not, then word your appeal accordingly
you will find a dozen or so threads discussing IAS appeals, but you may be better off in ignore mode as the IAS is a kangaroo court with little chance of you winning your IAS appeal
yes you can complain to the landowner and the dvla (do so anyway)
if it fails at the IAS , then its debt colelctors so read post #4 of the newbies thread, bearing in mind this can go on for 6 years under small claims court rules0
