Is it fair for me to be put on a significantly different agreement to my housemates - both of whom renewed their own contracts within 2015 - and on the old terms? I have no problem paying a slightly different rent figure, but shouldn't we all have the same utilities included in our monthly figure - rather than them with water, and me without?0

That should form part of your negotiation with the LL before you sign.
It is unlikely you will be a licencee, whatever the wording on the agreement.
You have misunderstood what an HMO is. Read the link, then also check your local council's website as different councils have different criteria for registration. If the property should be registered as an HMO but is not, the landlord is in trouble.
As suggested several times, if you are not happy with the new agreement, don't sign it. Stay (on a SPT see link below), but be aware you are less secure.

On the face of it no it doesn't appear fair but I'd guess perfectly legal. You need to ask your LL why he is treating you differently.It's someone else's fault.0
