PCN received from council

Hi
Looking for a little advice - I'm not too bad at challenging pcn's but im a bit stuck on this one any help would be much appreciated.
I received a pcn and began to challenge it but after a couple of emails honestly decided that I had no grounds for further appeal, so went to pay it online. I thought that I had exceeded the discounted period of time so when I logged on to my surprise the amount showing to pay was the 50% discounted rate (yippee)!
However, a couple of days after paying, the council wrote requesting the other 50% due to exceeding the time, but surely it's their error in not updating their online payment request/ process.
Has anyone had a similar experience, should I appeal this or should I pay??

I do not think that this is as much a motoring issue as a general consumer one. I would be inclined to make a complaint to the Trading standards Department. If a private company did the same, what would the position be?You never know how far you can go until you go too far.0
