I've just replaced all the rear uPVC windows on my house after 15 years; facing South they suffered quite severe sun damage/ weathering and about 50% of the panels were blown including the back door and a couple of the openers upstairs were slightly warped and no longer draught proof.
However,the North facing front of the house is undamaged with no blown frames at all,and is still fully draught proof, thankfully.
Decided to replace the windows rather than just the glass panels because we were having a conservatory built and we "matched" the finish. Cost wise there wasn't a huge difference between paying for new glass inc. fitting and complete new windows -on the quote we actually used it was ~ £1000 difference for all the windows and doors including the old patio doors.
EDIT -After writing this I actually looked up the original costs from 1999 - the new windows inc fitting only came out ~ 10% more than we paid in 1999:).
