Unpaid sewerage final bill

I moved back in May last year to a house which is not served by mains sewerage. I told Anglian Water the details and they said they would close my account as we are served by a separate water company in this area. I recieved the final bill and didnt read it properly as I presumed they would take it by direct debit as many of the other companies did that required an account to be closed. I heard nothing until a debt collection agency sent me a letter just before christmas. I rang Anglian Water to check the legitimatcy of the letter. They said it was correct. It transpired that they hadnt told me that the direct debit would be cancelled and I would be required to pay the final bill seperately. Also they had not corresponded with me asking why I hadn't paid the bill before notifying the debt collection agency. They apologised and asked to to contact the debt collection agency to pay the final bill.

I had a huge problem a few years ago and since I have been working very hard to repair and correct my Credit Report often involving the ICO. Now Anglian Water have put a black mark on my credit report through no fault of my own. I wrote to their Information Controller to protest. Their reply was that they updated their information correctly and reported to the CRA's in accordance with guidelines even though they had not dealt will me in the correct manner. They say that there is nothing they can do.

Is this correct? I wish to make sure before I get the ICO involved. Had I recieved a reminder of the debt I would have paid immediatley. I havent had a chance to check my Experian report yet but would this debt have been listed as a "default"?
