second conservatory

I want to purchase a second conservatory for my property and use it as a utility for my washing machine and tumble drier.

I have a large dead space at the side existing conservatory which I really want to put to use, its just nothing at the moment. Is there any reason why we couldn't have 2? Would we need permission?

The second one wouldn't be attached to the property, there is a concrete wall separating us from next door, I was hoping to run it along this wall, sound ok?

What foundations would I need and how much is this likely to cost? The space is approximately 9ft by 12ft

How easy is it to move a septic tank manhole and how much would this cost?

I think that's everything, hope this isn't too confusing, thanks for your help. Any issues that you can see, how can we resolve these?

Just a note of caution, and that is if the conservatory freezes (which it will if not connected to the house) then you would most likely destroy the washing machine, and drier if its a condensing model.
