Good morning
After an appeal as the keeper of the vehicle using the recommended template letter, I have this morning received a letter from VINCI Parking, it is dated 21 December 2014. (oddly this date is before my appeal letter was sent)
PCN Issue date: 08/11/14
Notice to Keeper from VINCI: 15/12/14
My dispute letter: 02/01/15
Vinci Letter Received today 20/01/15 but dated 21/12/14
The letter reads:
Thank you for your recent correspondence regarding Parking Charge Notice MKCFXXXXXXXXXX
Unfortunately as no appeal or payment was received within 28 days of the above Parking Charge Notice being issued, you case has now escalated to our Debt Recovery company ZZPS.
All correspondence must now be made directly with them. Please find their contact details below.
I apologise that we cannot be of any further assistance in this matter.

1. Should I be concerned about this letter given it’s regarding a company car, not my own car. I understand the Parking Charge Notice itself is not a fine and not enforceable without court action, but what powers do the debt recovery agents have if any?
2. What should I do now? My company have allowed me to deal with this dispute on their behalf.

you appealed in time to the NTK, so complain to AOS at the BPA and give them the timeline, copies of all paperwork etc - let them do their job in enforcing their own CoP
debt collectors have no powers to enforce this, read post #4 of the newbies sticky thread for details0 -

What is the best way to complain to AOS at the BPA? I can't see any advice on this on newbie thread.

a glossary of terms is in the newbies sticky thread , including what NTK means

the complaints email and details for the BPA are also in that newbies sticky thread and the info has been there for maybe 12 months or more to my knowledge, so I doubt its been removed by coupon-mad at all , more likely that youj have skim read the thread and ignored what you deem not-relevant
you could complain to Vinci and state the appeal was within the 28 days from the NTK being issued, but I would also tell them you have complained to the BPA as well due to their breach of the BPA CoP
so you could do both
I think you need to study the topic more and learn the glossary of terms, it will help you to fight this properly, with understanding , so avoiding newbie mistakes like not understanding terminology etc , especially as you are doing this on behalf of your employer0 -
You did NOT appeal in time if you appealed as driver. You should have said you were the keeper (did you use the template form here and only said you were the keeper?). If so then the 'keeper' of the car DID appeal in time and you can complain to the BPA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I used that statement as the basis for my answer that you as keeper responded in time to the NTK, which I did mention , NTK being Notice To Keeper , obviously if you appealed as driver you were too late to appeal to the original windscreen charge
so we are assuming you used the actual template letter or very similar wording to appeal as keeper , appealing the NTK (not the original windscreen ticket)
therefore you complain to the BPA, and those details are most definitely in the NEWBIES thread , the use of abbreviations is also why people need to read the glossary
hopefully you will now complain to both vinci and the BPA , but at least do so to the BPA , asap
