Quotes for asbestos gutters and downpipe

Hi there

We in the middle of purchasing a first floor maisonette and the surveyors report stated that the worn gutters and downpipe has asbestos and needs to be replaced with pvc. I have received a few quotes from several companies, some with waste licenses and others just standard companies. Quotes varied from :

Removal : £400 to £1175
Replacement : £625
Removal and Replacement : £1325 to £1700

What is a fair price to pay for the removal and replacement?

ps. I dont have a clue what fascias and soffits are but the quote for £1700 included these. Should these be replaced as well, along with the above? The surveyor made no mention of these so not sure?

Hi, the fascias go around the underside edges of the roof, i think they are just cosmetic and don't need replacing, people just have the upvc ones so they don't have to paint them.
