Help! PCS Parking Fine

Hi everyone,
I live in a flat which has private underground parking. My rent includes parking in a specific space, where I was parked the other night.
I do not yet have a permanent parking permit, but a temporary pass which is on a small piece of paper.
The other night when I got out of my car, the permit blew onto the floor. I didn't realise, and when I came down to my car in the morning I had received a parking ticket. £60 straight off, £100 if I don't pay within 14 days.
I appealed, on the grounds that I have a parking permit (I sent a photograph of my temp permit) and it has just come back that the appeal has been rejected. Unbelievable. I want to cry.
Is there anything I can do to get out of this fine?
It seems so unreasonable as I pay for parking in my rent.
Any help on this would be great.

It is not a fine and you do not have to pay it.
Read the Sticky thread for NEWBIES that tells you what you should have put in your appeal, and what you should do about a second appeal now. You should not have appealed until you received a Notice to Keeper and should never admit who was driving.
If PCS are Parking Control Solutions then they are BPA members and their rejection letter should have included a PoPLA code and how to appeal to PoPLA. If you haven't received a PoPLA code you should complain to the BPA and DVLA.

Thank you for getting back to me.
I do have a PoPLa code so am going to appeal to them.
I have had a look at my tenancy agreement and it doesn't say anything about parking.
Does anyone know if that would be grounds for appeal?
I have had a look at other posts and think I can cite:
- The Charge is Not a Genuine Pre Estimate of Loss
- The Charge is for damages disguised as a contractual sum
- Lack of standing/authority from landowner0 -
