ECP run the car park at our local shopping centre and also at a retail park. In both cases they use ANPR. (At the shopping centre it is a pay-on-exit scheme - you enter your VRM and it tells you how much you owe. At the retail park it's a free-for-4-hours scheme).0

OK - ask to see photographic evidence to see if you can identify from photos 2 separate locations.
But, you can win this easily on GPEOL, signage, lack of contract, locus standi - all standard POPLA winning lines. Even if you do get good double-dipping evidence, the strong likelihood is that POPLA will opt for GPEOL.
