    Dear Sirs

Agreement with UK Parking Control Limited

We confirm that under the agreement between Jones Lang LaSalle and UK Parking Control
Limited ("UKPC") dated 8th May 2006.

    • we engage UKPC to provide car parking services at Ashton Moss Leisure Park in accordance with the British Parking Association's Approved Operator Scheme Code of Practice;

    • we give permission for UKPC to levy parking charges for vehicles parking on the premises in breach of the parking conditions displayed at the premises; and

    • we authorise UKPC to take such action, including but not limited to instigating court proceedings, as UKPC considers is appropriate in order to recover any unpaid parking charges.

    Yours faithfully

If you really want to cause them some hassle, invoice them for the time and trouble which they have caused you for issuing tickets without the landowner's authority If they ignore, which they will , then, if you are up for it, you can issue a claim in the CC.

Do not be greedy, £90 should be enough to convince them that you are serious. Read this

It's funny. I have a letter with the exact same wording from another UKPC customer that was used as evidence in my POPLA case. Obviously UKPC prepares these letters for their customers. It was on the customers letterhead so I assume it was actually signed by them. In this case my appeal was upheld for exactly the same reason.

And.......Finally......I got a response from POPLA...

I won and the main reason is probably the same as everyone else!

Having carefully considered all the evidence before me, I must find as a fact
that on this particular occasion, the operator has not shown that they have
authority from the landowner to issue parking charge notices. As the
appellant submits that the operator does not have this authority, the burden
of proof shifts to the operator to prove otherwise. The operator has not
    discharged this burden.

what annoys me , is the fact that POPLa , and the BPA now know that all charges on that site are now illegal.

why don,t they stop the operator from working until they can produce the correct paperwork

also the BPA now know they have brought charges fraudulently , why not sanction them?

Perhaps the OP could complain to the BPA, who will no doubt come up with some template excuse!
  • Hello All,
I wonder if anyone can advice me on what to do with the parking ticket I got from UKPC whilst parked in a loading bay whilst collecting a dryer from curry's in the Crown Point retail park.
I got it last bank holiday weekend 30/08/15 and the car park was full as you can imagine. Two cars were parked in the two allocated spaces in the collection area but were just using the spaces to park and not collecting anything as this was later confirmed by the store manager after I had got the ticket but I had already assumed that whilst making the decision to park as both cars were small and parked nose in first, anyway, the only way I could get in to collect my dryer without causing a massive cue was to get in-between them which I did with plenty of room left at either side of my van which caused no obsrtruction at all. I was in the store waiting for the assistant to bring the dryer from the back for around 25mins. when I got it loaded I had the ticket attached which stated 'NOT PARKED CORRECTLY WITHIN THE MARKINGS OF THE BAY' which is true but under the circumstance was all I could do without holding the whole crown point traffic up. The ticket says my vehicle was noticed at 14.36 and the ticket was issued at 14.36. I went to the crown point managers office with my receipt from Curry's who agreed it was unfair but I would have to appeal it which I then did as soon as I got home including a copy of my purchase which had the time 14.56 (10mins difference). However, I got a letter this morning saying the fine still stands due to me being parked across the bay. My question now is do I just pay the £60 or appeal to POPLA and risk having to pay £100?
I have read the above threads and wonder if they would work even the In theory they are correct in the way I was parked...?
