Parking fine paid but i want to appeal....Help!!

After all that has been said i tried to cancel my payment as the merchant has not yet processed my payment but my bank will not cancel as it was not fraud and i authorised the payment by paying online

I've had 2 victories at this car park, both at the initial appeal.

And your bank is wrong - it could very well be fraud. That site does not have planning permission for the signage or cameras, so it could be similar to the case of the Range and PE. A complaint has been made to Bury Council's Planning Department - you could make a complaint too, and let Trading Standards know.

As PP wrote... "It is trite law that if a crime has to be committed to create a contract then that contract is illegal and unenforceable. To create the contract they had to have the signage."

You could write to PE and The Charities Property Fund (landowner) demanding your money back.
