The fact that the flats have separate meters proves nothing. These may be the sub-meters I referred to, i.e. they may belong to the Landlord rather than the utility company.
To find out for sure you would need to contact the Distribution Network Operator for each utility and find out if your flat as its own single supply and meter with an individual MPAN number.

Helpful links, but just to highlight that this OP is asking about a water bill only.0 -
Hi,
Okay, I rent a flat and thus, if I use the water and other related utilities, I have to pay for it. Simples right?...
So, rather than pay massive water bills here's what I did :
Had Seven Trent fit a water meter last September - (You can cancel within twelve months and have it removed without cost.)
Just had a check on my usage : 1 x Person
Rather than previously pay somewhere in the region of £300 per year I now pay approx £80.00 per year - averaging £7.80p per month
Just found out that the Irish don't pay water charges and now are complaining that they have to! How did they think the water gets managed and cleaned is beyond me - go figure ;-)0 -

How replacing a meter with another meter reduced the bill?
Or u replaced a sub-meter?0 -

Can there be sub-meters for water as well?0 -
Ofcourse I will pay it. What is troubling me is how will the landlord knows how much water I am using? How much will I have to pay?Well, if your name isn't on the bill, and the tenancy agreement doesn't say anything about it, then probably not. But for the sake of a quiet life you might want to just pay it (I presume he is expecting you to pay it - you don't make that clear).
There wil be def problem with the first (when i moved in) and last bill (when I move out). What I am saying is that my move-in date is not the same the water company take meter reading. I've located the water meter and it is impossible for me to take a reading, it is too deep and looks like buried in mud.0 -
