PCN passed to DCA but no notice to me as I have moved

Hi,
I received an initial PCN at an old address in December 2013, which I contested as I was loading my car (with local store goods) in a designated loading bay. I received nothing back from the council (so assumed the matter closed) and have since moved home and been in my new address for over 1 year.
I received a letter from a DCA yesterday, chasing me for £180 for the unpaid Council PCN?!
I am hoping someone will be able to guide me with some advice as to how I can proceed from this situation?
