Cheap way to stop a draught from Gas & Electric Meters

I live in a Victorian terraced house & have 2 cupbaords in my Lounge. One houses the gas meter and the other houses the electric meter and the fuse box. As the weather gets colder we have noticed strong breezes coming from both the cupboards. I have carried out a basic inspection and it appears there are large gaps between the pipes coming out of the floors and the wind is coming from there. Does anyone know if there are any cheap ways I can block or insulate these? Because one of them is by the fuse box I am worried about what to use. Thanks in advance.

Can you really not think of a way to do this yourself?
Use anything that can be squeezed small enough to fit into the gapI can afford anything that I want.
