Neighbours wants to build extension, one problem noise

My dads new neighbour wants to build a new extension to his property from the letter he received council planning office..
My dad has no problem with them building the extension, but the problem is noise they will make..
When the new neighbour brought the house they went to town on it and started banging from 07:30/45 to at least 8 to 9pm night, 7 days a !!!!!!! week for 4 weeks.. My dad let it slide has it will be short term, but now the noise seems like it will return.
During the week not a problem, but after a certain time it becomes disruptive and at the weekend last thing you want to hear especially early morning to late in the evening time.
My dad has until the end of the month to provide any comments to the council planning office...
Can the planning office put restrictions on the construction hours of the extension to have noise free early mornings and late evenings; including restful weekends without the sound of construction work to all hours?

I'm not sure that construction noise is a valid objection to a planning application - it goes without saying that any construction will have a degree of noise.
There are already rules in place regarding noise and construction during certain hours and I would expect any contractors involved in adhering to these.
It seems to me that the common sense approach would be to have a polite chat with the neighbour, tell them that he has no objection to their planning application however could they please do everything they can to ensure noise and disruption is kept to a minimum in the early mornings and late evenings.
No need to bring up the noise they made when the moved in - even if it was a bit inconsiderate, its not unusual for people to want to make lots of changes to their new house once they've bought it.0 -
Noise is not a planning issue in that way.
However, the council will have rules about construction hours. Normally it is something like 8-6 plus 8-12 on Saturday, unless special permission given. Then it's down to the noise team.0 -
They can sometimes put a restriction on the working hours, though not on the noise itself.
A close relative of mine had such a restriction imposed on him, thanks to a difficult neighbour, who didn't want the self-build work to take place at all. I can't remember exact details, but the restriction covered times of weekend working in particular, which was hard, because work opportunities were mainly at weekends.
The restriction had the effect of prolonging the build, because some work was unavoidably noisy and had to be delayed.
Also, the bad feeling meant that my relative's son, who was literally camping out on the site waiting for a proper home, found other forms of noise he could make, such as revving-up his car at 05.30 every morning when he set off for work, turning up the stereo with the windows open as he did so.
Councils are good at rules and regs, but individuals will always be unpredictable in their reactions to them.0 -

My gut feeling is that the extension work will be a completely different ball game to the internal diy that one would expect when a new neighbour moves in.
I should hope that the extension will be done by builders who are unlikely to be working 7.30am till 9.00pm... unless they find some really keen/hard working chaps.
Suggest that you contact your dad's local council to clarify the situation regarding construction noise. I understand that in some areas, it is necessary to seek permission from the council to carry out noisy work outside of normal hours.
You could approach the neighbour to say that you have no objections provided construction work ceases at a reasonable hour and is restricted on Saturday and none at all on Sunday.0 -
In our experience, builders and the like only tend to work for around 5-6 hours so I would be surprised if you'll hear much of anything this time around.0

Has the neighbour applied for proper planning permission, or is this part of the new "neighbour consultation scheme" where the council write to the neighbours when someone wants to build something under the "extended permitted development" limits? Under full PP the council can impose limits on working hours.
I don't think under the neighbour consultation scheme they can do that, they just say yes or no. So if you object the neighbours may get turned down and have to apply for full PP. The council may ignore you though and just allow it.Changing the world, one sarcastic comment at a time.0 -

The PP we were issued had working hours limits as above.
Suggest dad speaks to the neighbour and explains that he was very tolerant with the internal stuff but wants a limit to what they do this time.If you've have not made a mistake, you've made nothing0 -

Mine arrived at 08.30 today and left at 17.30, so it looks like no one's told him!
