if he was told no fee on the phone, then he will not get charged at a fee. If one comes on his statement then he calls up gets someone to listent o the call and her will get it refunded, thats th worst cas escenario. Just to update this-
I WAS charged a fee and I DID ask them to check the recorded conversation, and they DID refund the charge !
And to their credit, ( bad choice of words, I know) apologised !!!

Quite right on charging fees - Why should the 'irresponsible' people who regularly run high balances and only make a minimum payment subsidise those savvy people who keep moving debt around and never paying interest.0

Even at 6% it is cheaper than 99% of loans and is more flexible.0
