PCN at Liverpool Airport in Long Stay Carpark

                    Apologies if this have been covered... but I wanted to check if the standard appeal letter is ok to use for a PCN received at Liverpool Airport while parked in the on-airport Long Stay Carpark.
The PCN was put on my mother's car and was issued for apparently 'Parking in a Restricted Area in a Car Park'. I was the one who parked the car, and it was parked in a bay, although other cars were parked on verges etc so the car park was obviously too full. There were no signs saying that this particular bay was not to be parked in.
When my mother returned from holiday 2 days later, and paid £55 for the privilege of parking in the carpark, she found the PCN on her windscreen.
I have emailed a complaint to Liverpool Airport but also want to appeal to VCS in case the airport choose not to be reasonable.

            Yes it's suitable but the appeal will be rejected and the appellant won't win at IAS stage as you will have read in the NEWBIES thread, I hope. All explained there.

            Thanks for your reply. I have read a lot on here as well as other forums and it seems that no-one is winning appeals at IAS stage as you have pointed out. However if my mother can prove she was not the driver as she was out of the country at the time of the PCN then I'm hoping there is a chance - I'm not sure she would put up with the stress of letters from debt collectors for 6 years!0

            JLA is not relevant land so VCS can only chase the driver (so edit post #1 please)
 they may try to impose this onto the RK but as long as the RK maintains their stance of not liable under POFA 2012 then they can win this
 but you may as well face the fact that its likely to drag on for 6 years , regardless of what you or she may want, they hold all the cards as far as chasing the alleged debt is concerned
 ie:- they issued an invoice
 they want paying
 they have up to 6 years to try and enforce payment
 they dont care what you or your mother want0
