Council tax is based on the property not on the road, there are thousands of properties down lanes and unmade tracks that are not on adopted roads.
Maybe the people to ask are your local council though I don't think you will get much luck.0 -

Well, I must admit I have been wondering, since I moved to an unadopted road, but I'm guessing the local Council has worked out some sort of cost/benefit analysis =
- we wont let them off anything
though
- we know that, in turn, means they wont let us off providing anything either if they can help it (ie we still have rubbish collection from our doors/streetlights).
However, they obviously don't spend any money on maintaining our road, so I think the equation would still work out at "they owe us".
Don't know how optimistic I feel about getting a rebate on CT if I should do (errrm...haven't yet worked out whether mine is less than equivalent properties in adopted roads, as I cant find a similar value one to compare with). The Councils involved in my area are astonishly impoverished compared to what I'm used to...so I don't know how I rate my chances...though (as someone paying 75% of the houses' CT bill, courtesy of being single) I will try for at least some of that 25% extra back if I can.0 -

Councils don't negotiate individual tax demands according to circumstances, there are 9 bands, and you pay according to the band you are in, regardless of the services you use.

Unless you go everywhere by helicopter, I presume you do use the council's roads at some point? They're not actually paid for from the adjoining properties' council tax...0

In effect, all those who live down an adopted road are getting a discount on their council tax because they do not have to make additional payments for the maintenance of their access road. Thereby, those who live in adopted roads use our unadopted roads without paying for their maintenance. Also your properties are easier to sell and are priced more in the estate agents.0

Thats not true. You pay your council tax to the local council. The education is managed by the local authority whose spending comes from central government.June challenge £100 a day £3161.63 plus £350 vouchers plus £108.37 food/shopping saving
