I too think you are within your rights to expect it to work.
I think that if it is not possible to get it working within a reasonable timescale, then you should negotiate an appropriate reduction in the rent0 -
Thanks for your responses.
We've now heard back from the landlord who has spoken to the council. Apparently, they are the freeholder and as such are responsible for the building's insurance. Their concern is about moisture getting into the roof beams as they weren't consulted about it being watertight when it was first built.
The landlord is now going to find out what work would need to completed and in what timescale.
Fingers crossed it's a relatively easy problem to fix.0 -

Just because it is a ‘luxury item’ doesn’t mean it’s any different to say a cooker. Explain this to the owner/agent and see what they come back with.
If dissatisfied, contact the Ombudsman.
Even if it was a cooker that didn't work, the LL isn't necessarily obligated to fix it. Strange I know.0
