Brown gunk in taps

There was a little leak coming from under the cap on one of the two taps of my mixer, so I removed it and found this under both.

I guess it's rust? Any ideas on what to do about it? Replacing it would mean replacing the whole Unit including the shower but I'll do it if necessary

Thanks for this. Sorry - I'm a bit of a novice, to clarify do you mean that I need to remove this piece and replace it with a new one?

Out of interest, do you think that is rust? I just wanted to make sure it want something harmful.

It certainly looks like rust but from where as everything around there should be brass. I have had a few leak from the gland and it just goes green. Maybe a "tap reviver" kit would be better which comes with new handles as well. http://www.screwfix.com/c/bathrooms-kitchens/reviver-kits/cat820108
