ScottishPower HomeComfort Boiler Cover

seeking a bit of advice on this.
Tonight my inlaws came around and brought with them a renewal letter for the scottishpower homecomfort standard boiler cover VB.
They are quite old so they were worried about it as they did not know they had this policy nor were they aware money was being taken every month so I phoned the number on the letter and got through to a nice chap who was also slightly confused as it the system shows the account is live and money is being taken yet there is a note on the account regarding cancellation from Nov 14.
What is also confusing is that they have never received the annual service and safety check so what have they been charged for?
His system showed the cover first started in 2011 but does not show how it started so he gave me a sales number which happened to be the wrong one as I got through to more than insurance.
So is this a common story with this outfit/policy and am the inlaws entitled to ask for every penny back?
Also, cancellation has to be notified by letter. Seriously?
