They can't issue a postal PCN like this so complain to the BPA and DVLA about this Operator not applying a windscreen ticket while 'the driver' was in the car or allowing 'the driver' any grace period. Only email the BPA and DVLA in 'registered keeper mode' NOT SAYING who was driving, NOT saying what happened. Just talking as the keeper of the car, about the letter arriving and yet there was no windscreen PCN and the driver was given no time to even read the signs or get out of the car and 'he' then left anyway so there was no parking event. So complain that they have obtained your data too soon and without reasonable cause, because (unless they used ANPR cameras which PD UK don't) there is no Audit Trail which is necessary under the DVLA rules. Also complain about the lack of email or online appeal provision; PD do not even have a proper website, only one for payments.
The email addresses you need to do this complaint are in post #6 of the Newbies thread.
As for the appeal, the first one is in post #1 of the NEWBIES thread up near the top of this forum. If you are viewing this on a phone (looks that way from your text-speak) you will need to get onto a laptop or PC and go to the far right of this thread and click 'GO' next to FORUM JUMP. That gets you to page 1 of the forum where the NEWBIES thread sits 1st or 2nd from top.
When PD reject the first template appeal, if the BPA have not got them to cancel the charge, then the winning POPLA words for ParkDirect postal PCNs is in a link in post #3 of the NEWBIES thread so have a look right now. I recently wrote one especially for this scam by ParkDirect.
Easy as copying two appeals I have already written for you. I won't link them as I never do for anyone; it's best to get on a PC and find out how to hop around between threads, read them then use the Forum Jump to get back home. Also you will need to print out the appeal from the Newbies thread post #1 as PD do not have a website, only a payment portal so you can't appeal online to them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD0 -
And make sure you get a (free) certificate of posting from the PO when sending the appeal to PD.0
