Laptop Virus Scam told to call 01513240374

My Brother has just phoned me saying that his Laptop has been locked by a pop up saying that Windows Defender has found a Virus and to call Microsoft on 01513240374 to get it removed and Laptop back working.
He was suspicious and called me.
He is not that Computer proficient and me not being there to confirm everything I searched Google etc with the 01513240374 number and it seems to be a scam to get money to unlock the problem.
There wasn't any suggestions how to resolve it though.
Has anyone had this before and can anyone advise a way to remove it rather than calling and paying.

boot in to safe mode by holding f9 and safe mode with command prompt
wait till it loads drivers and once it is ready

Sounds like he's got a form of "hostageware".

Ran AVAST in Safe Mode and it seems to be ok now
