PCN council parking ticket

Hi Guys,
Just a quick question my friend in the last few days got a PCN through the post from Cheshire council for parking longer than permitted (15 mins). Thie posted PCN is the first time he knew he'd been charged as he swears he'd not received any windscreen ticket on the issue date?
Is there anyway he can pay this fine at a reduced amount if he appeals this PCN on the grounds that the windscreen ticket wasn't there when he returned to his vehicle?

I have this same issue. Got sent some redirected post today (from October, another address) and turns out I have a couple of PCN council parking fines, that I have known nothing about until today. I didn't have any ticket on the car, and the letter says it's CCTV - are they supposed to leave a ticket? I had paid for parking from a ticket meter.
I have appealed it on their website as it is Sunday, and will ring them tomorrow.
I am ok to pay, even though I was new to the area and the signage was not clear. But now it has been a few months, the charge is £330!! I can't afford this.
Is it likely that they will reduce the fines?0 -
