  • Is there a village or small town nearby that she would not mind moving to. Her condition is going to deteriorate and it is better to do it now than later.

Local authorities will assess a persons medical needs for sheltered or assisted living. Yes BUT: that assessment wont take into account the future needs, when they assess it based on "current" needs.

Her GP could write on her behalf to the local authority or if you ask for an Occupational therapy assessment they can also liaise with the LA.
My LHB (local health board) now prevents patients requesting medical letters of support to housing assessments to be sent to the council, if on the form you have supplied the doctors name and address and contact agreement is approved by the claimant in the form, then the council will write to the GP in due course.

It does not matter that she has her own property. Check with the Local authority where she lives.
Actually it would, as it make it an asset or secondary property in which may or not be deemed suitable with adaptions, if sold would impact many things the council and HA's would consider if it did not exist.

Mum also needs to look at what will happen if she needs help. Would she move nearer to her family?
