Combi Boiler Help Please

My friends landlord emergency line is unavailable, it has been since last night.
Her combi boiler isn't igniting,
Her gauge was at 0.5 and obviously needs topped to bar 1
she has had the valve turned on for 10 mins and the gauge isn't moving, anyone any ideas what she could be doing wrong?

Thee could be two taps to open at the filling point. One at each end0

She obviously has no idea what she is doing. Either tell her to turn the correct valve on for 10 seconds not 10 minutes. Or probably better...keep trying landlords emergency number.
Then advise her to get a set of user instructions for the boiler off the internet so she can help herself in future.0 -

Landlord is a council sorry, so she will not get an answer till monday now, her house is freezing0 -

That can't be right. The council must have an out of hours emergency line to a call centre and this would qualify easily as a "no heat no hot water".
Having done ten years of out of hours heating work for councils/housing associations...believe me I know. We had a KPI target response time of 3 hours! Better than most private home owners can get....didn't stop some complaining though...
She needs to look in her tenancy pack for the out of hours telephone number and ring it pronto. Its cold out there and for once this hard hearted so and so (Me) has some sympathy with her. It sounds like a simple pressure problem which should take a couple of minutes to get going, but failing that they should provide her with an electric fan or two.....and for families we used to provide a temporary boiler for water if things were not going to be fixed for a few days0 -
Can you post picture of pipework showing what valve(s) have been opened?0

Not igniting is probably nothing to do with pressure anyway, many show a lot less till the system fires up and then pressure rises. You need to get an engineer out.0

You can't be sure of that. I was at a Worcester Bosch last night that was showing 0.5 and not firing. Back up to 1 bar and off she went...but I'd agree it might be more serious. You have eliminate it first though.

Depending on make/model of boiler some filling loops are renowned for sticking shut..like some Glow Worm ones from ten years ago and some Ferroli ones.
Apologies I missed the bit about the emergency line being down. Probably the winds combined with me not paying attention0
