Help USB Hub Start up problem

4 port powered USB Hub in windows xp desktop developed a problem.
When I turn power off my PC and USB port at the mains and re-start, my USB hub becomes inoperative. If I re-boot without power off it then works fine imediately. Which means that every morning I now have to boot up twice.
Seeking a solution: Using MSconfig. If I reduce the number of start up items I noticed that if I wait for the PC to fully boot up from turn on then about another 2 minutes then the Hub will also start up and run OK.
It seems like when I re-boot the hub is started first (even before windows is loaded) but when I start from power off the hub is not started till after the rest of windows has been running for some time.
I can tell this by pluging my mouse into the hub and see when it works.
I have had the Hub for years and it used to be first to start every time.
