Civil Enforcement's ticket machines with blank screens
Cheers
In free parking areas the screen on their machines gives no indication the customer has just inputted their registration number, and no receipt. So the customer who correctly inputted their registration number has no proof that they inputted it, no grounds of appeal.
This is how Civil Enforcement Ltd, in Liverpool, make their living, by sending every other legitimate parker a fine, knowing they cannot prove they were in the right.
I feel sorry for Birmingham Botanical Gardens who decided to use a parking enforcement company to protect their customers parking from students who were using the free car park. They unfortunately chosen Civil Enforcement Ltd of Liverpool, and are now feeling the backlash from their angry customers.
I asked West Midlands Police if they would inspect the parking ticket machine for possible fraud. There had been lots of angry letters in Birmingham newspapers about this. The reply I received was like a child's reply saying No the police would not inspect the machineas it is up to the owner of the machine to ensure it is 'running correctly'.

Read the sticky thread, these are not fines. Also read the parking prankster blog for more on civil enforcement. From the Plain Language Commission:

And no one should be paying these just because they don't have proof of whether they entered their reg correctly or not.
It'd get laughed out of court if they ever brought a case on such a basis. The onus of proof would be on THEM, not the motorist.Je Suis Cecil.0 -
This is who Birmingham Botanical Gardens have let in, a nasty litigious firm who care not a jot about their clients aims and employees and customers:In free parking areas the screen on their machines gives no indication the customer has just inputted their registration number, and no receipt. Send a copy of that blog with a summary complaint to Birmingham Botanical Gardens and the Birmingham newspapers to show them what has been happening with CEL at the Co-op (across the whole of the UK in all car parks) who finally sacked CEL before Christmas we understand. Apart from those mere 50 cases against Co-op staff there are thousands more cases pending and planned against innocent, genuine Co-op customers (who are also all Co-op shareholders of course, if they have membership cards).
I hope Birmingham Botanical Gardens have a simple get-out clause if this is a new contract. They need to GET OUT of it now before CEL bring the place down.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
